Bureau of Indian Standards is the National Standards Body of India, engaged in Standardization activity in various fields through its fourteen Division Councils, which includes Management and Systems Division Council (MSDC). Under this Division, Documentation and Information Sectional Committee, MSD 5 is engaged in standardization activity in the field of practices relating to libraries, documentation and information centers. Various areas of standardization cover, indexing and abstracting services, bibliographic formats, conservation and preservation of print and non-print medium, archives, information science, document imaging applications, data processing etc.. Other areas relate to processing and handling of documents, besides coordination with related international committees for standardization i.e. ISO, with a view to disseminate its knowledge and promote its application.¹
Standards play an active role in effective and efficient management of various practices, processes and systems. It is a tool for effective management of documentation and information systems. The information age has brought in a sea change in the concept of library services in modern age. Traditionally role of library is to ‘provide information’. Standards play a pivotal role in enabling library to play this role in more efficient and effective manner by adopting standardized technologies and best practices. This eventually makes libraries as ‘knowledge managers’ instead of ‘book keepers’.The role of standards in industrial organization has proved very useful and crucial in efficient and effective utilization of their products. However, LIS sector which includes mainly the service oriented organizations is yet to adopt the standards to its full potential use. There is also a need to create more awareness and importance of the standards for effective utilization in libraries and information centres and in other areas wherever it is useful.
